I have some questions on my build and what type slotting you would recommend.
What powers will my build basically use? Guessing I would pick these:
Speed Boost: Fulcrum Shift: Phantom Army (not sure how or when but I did read to use these at some point)
This being my first attempt at a Raid I really do not want to mess up. So my question is are these the only power I intend to use during the raid? If I get the picture of this raid right and maybe im missing something due to a lack of discussion, but I am basically a Sniper Buffer with Fulcrum shift n speed boost to increase Damage Cap and Time to get off shots. My understanding is I will be posted near the sniper group and when a tank herds DE minions to the group I FS them and basically that is my job.
Now slotting FS ? would you recommend 1 ACC and 5 Recharge? or what?
Also a question about Leadership Power pool. Do we use these or keep them turned off? I have Tactics and Maneuvers slotted. Will the buff help, or just hurt?

That's pretty much what kineticists do at these raids. However, if you have phase shift, you can also play cover for the debuffers by throwing out a PA, turning on phase (or not, if you don't mind dying a lot), and dragging them into Hami to draw agro. Which job you'll do depends a bit on who shows up (do we have lots of phasing illusionists? lots of kineticists?) and where your personal preferences lie.
Tactics is good. Maneuvers is worthless (mitos are so accurate that SR scrappers juiced up with 20 lucks still get hit almost all of the time). Since we'll have stacked tactics, you shouldn't need to slot fulcrum shift with accuracy. (You'll be using it on grey level 42-45 mobs anyway.) Ideally, I'd go 6 recharges in both PA and FS (or however many you need to get PA perma), but if your slotting is a bit off, it's not nearly as big of a deal as if a blaster is missing a range in their snipe.
